A former high school teacher and university instructor, she is also the former Assistant Executive Director of Communications for the West Virginia Education Association and the former Assistant Director of Communications for the Pennsylvania State Education Association. She also served as managing editor of the PSEA Voice and the WVEA Journal. She currently serves as managing editor of Capital Watch, central Pennsylvania’s only publication that focuses on what’s happening in state government. She also serves a variety of clients including those in education software, alternative energy and transportation.
In addition to having created and implemented award-winning television radio, print and outdoor PR and advertising campaigns, as well as grass roots and community outreach efforts of PSEA, WVEA and other groups in Pennsylvania and West Virginia,
Dr. Goodwin is the recipient of numerous national, state and regional awards for public relations advertising and writing. In 1995, she was named “National PR Person of the Year” by the PR Council of the States. She is also a nationally known trainer on public relations strategy, crisis communications and school safety issues.
As a lobbyist for PSEA and Manager of Government Relations for WVEA, Dr. Goodwin contacted members of the Pennsylvania State and West Virginia State legislatures and their staffs to garner support for association positions on proposed and pending legislation. She also helped formulate policy for both groups and implemented strategic initiatives that were set by association members in both states.
A graduate of West Virginia University with graduate and undergraduate degrees in journalism, English, psychology, public administration and leadership, Dr. Goodwin is largely credited as the creator of a statewide campaign that helped ensure the solvency of the West Virginia teachers retirement System.
